Since I can't really post critique I'll just dump it here..
The shading on the face is inconsistent and makes little sense. Try to actually imagine where the source of light is and think from there. Several sources or some reflective surfaces would also alter this.
Also.. The flow of the cape/cloth vs the hair makes no sense and is incorrect. Hair's flat and down completely while the piece of cloth is waving in the wind like a motherfucker. Always try to remember all the elements that are at work in your image, this way you won't have inconsistencies like this.
Technically the highlights are also incorrectly placed but that's the same problem as the shading issue, you're not imagining the light source correctly.
Also work a little on facial anatomy. I know it's stylised anime and shit.. but it looks off in ways. The shape of the nose and lips don't look right. They wouldn't look that way from this angle.

Hope this helps. I used to draw shitloads myself and gave out critique all the time.
